Find a hooded sweatshirt and pants that are the Grover-blue color. Hot glue big pompoms with goggle eyes to the hood for Grover's eyes. Then make the cape with some inexpensive pink fabric and use stitch witchery to make hems rather than having to sew. Make the helmet out of some poster board, then spray paint it silver.
